【摘要】:ThisStandardappliestothepreparationofSDSsandprecautionarylabelingforhazardouschemicalsusedunderoccupationalconditions.ItpresentsbasicinformationonhowtodevelopandwriteSDSsandprecautionarylabels.ItalsoidentifiesinformationthatmustbeincludedtocomplywiththeHCS.Additionalinformationisprovidedtohelpcomplywithstateandfederalenvironmentalandsafetylawsandregulations.ElementsofthisStandardmayalsobeacceptableforinternationaluse.ThisStandardisnotintendedtoaddressthedistributionofSDSs.ThisStandardisnotintendedtoprovidearotespecificationforcomplyingwiththeHCSoranyothergovernmentrequirements.Safetydatasheetandprecautionarylabelingrequirementsanddefinitionsaresubjecttochange.ItistheresponsibilityoftheSDSandlabelpreparertobeawareofcurrentHCSrequirements.ThisStandardmustbeappliedinamannerconsistentwithallstatutoryandregulatoryrequirements,includingtheUnitedStatesOccupationalSafetyandHealthAdministration(OSHA)HazardCommunicationStandard(HCS;29CFR1910.1200)andthesubstancespecificstandards(29CFR1910.1001-1052).Thereareuse-specificstatutoryandregulatoryrequirementsforsomechemicalproductsthatareoutsidethescopeofOSHAHCSandthereforemayhavedifferentSDSand/orlabelingrequirements.Someexamplesinclude:?consumerproductsregulatedbytheFederalHazardousSubstancesAct(FHSA),?medicalproductsregulatedbytheFederalFood,DrugandCosmeticAct(FFDCA),?pesticidesregulatedbytheFederalInsecticide,FungicideandRodenticideAct(FIFRA),?materialsintransportationregulatedbytheDepartmentofTransportation(DOT)HazardousMaterialsRegulations,and?laboratorychemicalsregulatedunder29CFR1910.1450,the“OSHALaboratoryStandard”.See29CFR1910.1200(b)forinformationonthescopeandapplicationoftheHCS.Forexample,acompanythatmanufacturesaspirintabletsdoesnotneedtoproduceanddistributeSDSstoindividualsthataretakingaspirintotreatpainorsomeothermedicalcondition.Thisincludesaspirintabletstakenbyaworkerintheworkplace.Inthisscenario,theaspirinwouldfallunderthejurisdictionoftheFDA,notOSHA.However,thecompanywouldberequiredtoproduceOSHAhazardcommunicationdocuments(suchasanSDSandlabels)forworkerswhomaybeexposedtoaspirinpowderduringthemanufactureofthetablets.ItisnottheintentofthisStandardtosubstituteforspecificregulatoryrequirementsortolisteachandeveryuniquerequirement.WherethereisaconflictbetweentheapplicableregulationsandthisStandard,theregulationsmusttakeprecedenceoverthisStandard.ReferencestotheCodeofFederalRegulations(CFR)intheStandardaretotheJanuary1,2009editionoftheCFR.
